The City Completed Final Design and Began Construction of the South 6th Street Improvement Project in Summer 2006

Over the last few years (2003-2006) there have been a series of newsletters and public meetings to inform the public of milestones reached in the East Main Street Bypass Project, including completion of the preliminary design report and preliminary design plans. The City of Klamath Falls completed the final design plans for Package #1 of the South 6th Street Improvement Project (Figure 1 illustrates the Package #1 and #2 design and construction phases) and negotiations are underway in the right-of-way acquisition process for the entire project (both packages).

The project has been divided into two packages to take advantage of the Oregon Transportation Investment Act (OTIA) funding that was allocated to this project in 2003. The current estimate for the entire project is approximately $13 million, and the City currently has $7.5 million on hand to complete the design and construction elements associated with Package #1 and acquire the right-of-way necessary to complete both packages. The specific elements of Packages #1 and #2 are outlined throughout this webpage and the schedule for Package #1 is outlined below in Table 1.

In order to fully address the existing and future operational and safety concerns within the project area, the project is in the process of acquiring right-of-way from several properties and businesses adjacent to the project as part of the proposed East Main Street Bypass Project. In addition, some areas are in need of temporary construction easements to allow for construction to be completed adjacent to a property.

To accomplish these efforts, the City of Klamath Falls has retained Right-of-Way Associates, Inc. to assist in the acquisition of right-of-way for the project and establish the necessary easements to construct and maintain the vehicular circulation desired within the project area. David Feinauer, an agent with this firm, is responsible for making the property owner contacts.

Property owners have been contacted where property acquisitions or temporary easements are needed. The target date for negotiation completion is December 2006.
