Ms. Chen has over 15 years of experience in transportation planning and engineering. She has managed the transportation analysis for environmental impact assessments, general plans, master plans, and specific plans. Her planning experience includes the Oakland General Plan Land Use and Transportation Elements Update, the Fruitvale BART Transit Village, Jack London District Transportation Improvement Study, and the City of Walnut Creek General Plan Update and EIR. These studies included the technical analyses as well as public outreach and consensus building. A recent planning project is the development of the Alameda County Pedestrian Master Plan for Unincorporated Areas, which included developing policies as well as an extensive project list for prioritization, while working with a range of stakeholders, including public works, planning, redevelopment, and public health staff.
