Senior Engineer

Zach Zachary Horowitz specializes in the management of large, complex, and demanding transportation projects such as the environmental assessment for the reintroduction of streetcar service in Washington, D.C., a comprehensive land use and transportation evaluation for the City of New Orleans, an extension of the light rail network in Norfolk, Virginia, and the Columbia River Crossing project in Oregon and Washington. He has a broad range of transportation knowledge and interests that include traffic operation analyses; travel demand modeling; active transportation and transit planning; and transportation safety, policy, and finance. He is a strong communicator and enjoys writing, presenting, and public involvement. Zachary has worked on several FHWA and NCHRP research projects, and has had several papers peer-reviewed and presented at the Transportation Research Board and other industry conferences. Zachary has a passion for mentoring and staff development. He has been involved in many volunteer and leadership roles in community and professional organizations throughout his career. Prior to his career in civil engineering, he worked in the information technology industry as an Internet application and database developer.
