Joe Toole

Joe has focused on bringing innovation, safety and leadership to the highway community throughout his 38-year career. Prior to retiring from the Federal Highway Administration (FHWA) in 2011, Joe served as associate administrator for the FHWA’s Office of Safety, where he was responsible for an annual program of over $1.2 billion, which funded the Highway Safety Improvement Program, as well as programs supporting local and rural safety. Prior to 2008, Joe served as associate administrator of the FHWA Office Professional and Corporate Development (OPCD), which administered the National Highway Institute (NHI) and the Local and Tribal Technical Assistance Program (LTAP/TTAP), together delivering training to nearly 150,000 participants each year. During his career, Joe has also served FHWA’s acting executive director, director of FHWA’s Office of Technology Applications, as well as deputy regional administrator for the Mid-Atlantic states. In recognition of his accomplishments, Joe was presented with the Presidential Rank Award for Meritorious Service in 2009. Since retiring, Joe Toole has remained active in the safety and transportation community, serving as senior technical advisor to the National Organizations for Youth Safety (NOYS). He also remains a member of the Executive Board of Transportation Research Board’s System User Group, and serves as chair of a new TRB Subcommittee on Roadway Safety Culture.
