KAI primed a multidisciplinary team in service to Florida Department of Transportation District 1 for this off-system roadway in Punta Gorda, Florida. The study involved the evaluation of a 2.3-mile corridor containing a two-lane roadway that serves as the primary hurricane evacuation route for over 5,000 residents. Primary project issues included improving drainage to prevent frequent flooding, meeting future traffic demand, installing pedestrian and bicycle facilities, and enhancing the evacuation characteristics of the roadway. The preferred alternative recommended widening the existing two-lane roadway to three lanes, raising the grade to improve drainage, and providing signalization and capacity enhancements at two major intersections. Extensive public involvement, including a public meeting and public hearing, were conducted. The environmental document was a programmatic categorical exclusion (Type II CE).
