Baltimore City Downtown Shuttle System

KAI worked closely with Baltimore City DOT to plan for the introduction of three new fare-free shuttle routes to serve key institutions and tourist destinations in the downtown Baltimore area, as well as adjacent neighborhoods. KAI reviewed the initial routes proposed by the City and made recommendations for modifications based on traffic congestion, location of key destinations, potential stop locations, and turning radius for the proposed vehicle. KAI then developed estimated capital needs and anticipated operating costs for the three routes and worked with the City to modify the route in Federal Hill and Otterbein, explore options for a route serving Key Highway and/or Fort Avenue, and provided additional mapping support for the project. The Orange and Purple routes were implemented in 2009 and 2010 with the last Green route implemented in 2012. Ridership has been very high and has exceeded expectation on all routes thus far.
