Beltline Highway ITS Evaluation Project

KAI, as an extension of the long-range facility planning work with ODOT Region 2, led a microsimulation (VISSIM) based on detailed analysis of ramp metering and variable speed limits within a four-interchange study area to define ITS project scope for immediate-term project needs tied to funding sources. KAI fast-tracked the evaluation of these detailed ITS treatments and their impacts to congested Beltline Highway, Delta Highway and adjacent arterial network in Eugene, OR, illustrating the value of ITS treatments by location and time period. Just as important, KAI helped ODOT identify limitations in the network where ramp metering or variable speed limit ITS treatments were not appropriate to address operational and safety concerns and provided alternate solutions to address the near-term and long-term needs, such as auxiliary lanes or signal optimization.
