Kaiser Medical Center & Mixed Use Retail EIR, Phase I & II
KAI provided transportation services for the Kaiser Medical Center & Mixed Use Retail Specific Plan and EIR, located in San Leandro, west of I-880 near the Marina Boulevard/I-880 interchange.
KAI performed all aspects of the traffic analysis, including data collection; level of service analysis at 25 intersections using SYNCHRO software; travel forecasting using the ACCMA P05 Countywide CUBE Model for years 2008, 2015 and 2030; identification of impacts and mitigations; queuing analysis; and microsimulation. The study included two phases with differing levels of development for both medical and retail uses. It also involved numerous scenarios to account for different sizes and timing of the development. Four project alternatives for CEQA purposes were also assessed.
KAI completed a detailed traffic report and assisted PBS&J with the EIR and FEIR transportation and circulation sections. KAI participated in project meetings as well as Planning Commission and City Council meetings. The three-year project was successfully approved in May 2010.
