NCHRP Synthesis Topic 35-06, Access Rights
KAI conducted a synthesis for NCHRP to document the best practices and lessons learned regarding the acquisition of access rights for highway and corridor management and preservation. The synthesis was based on information gathered from a review of current policies, legal and real estate literature, other publications that address access rights, and surveys and interviews of state and local agencies across the nation. Acquisition, management, and relinquishment are the three main areas of access rights that the synthesis focuses on. The case studies focus on three state programs and their current practices. This study explored the differences between the widely varying practices of agencies across the U.S. and presented the opportunity to document which of these practices are successful.
