Redding Impact Fee Traffic Analysis
KAI provided travel demand modeling and traffic engineering support to the City of Redding, as part of an update to the City's impact fee program. In the process, KAI was able to leverage the work done for the City of Redding in the study of the Oasis Road Specific Plan, a large development project including approximately 3,118,025 square feet of retail and office space, and 2,183 housing units. As part of the impact fee update, KAI analyzed 2010 and 2035 land use on two special traffic benefit districts, as well as on citywide scale. KAI drew from national best practices and used its modeling expertise to develop dwelling unit equivalents that could be defensibly converted to development impact fees. The work performed by KAI was particularly useful in the prioritization of potential projects to be funded by the impact fee.
