SACOG Long-Range Transit Plan Phase I & II

KAI assisted the Transit Resource Center in Phase I and II of the development of the Sacramento Area Council of Governments (SACOG) Long-Range Transit Plan for the 14 transit operators in the 6-county Sacramento Region. Key questions addressed by the plan included: “How does the region want to handle one million new people by the year 2025?”, and “What is the proper balance between providing service for the transit dependent and service designed to provide a choice for auto drivers?”

KAI was responsible for developing the patronage forecasts for the various transit services scenarios being considered for the plan. KAI applied its unique Portland Tour-Based Model elasticities approach to support a long-range forecasting process that is sensitive to the unique features of the transit service plan.
