SHRP 2 L08: Incorporating Travel Time Reliability into the Highway Capacity Manual
One of the primary objectives of this project was to develop methodologies to predict travel time reliability on freeway facilities, urban street facilities, and freeway/arterial corridors for possible inclusion as a new chapter in the Highway Capacity Manual (HCM). An early work component, was to identify performance measures A (metrics) that could be used in addition to the traditional v/c ratio in both the methodologies to be developed and also in existing HCM procedures. Evaluation criteria required that the methodologies be:
A) measurable from field data;
B) sensitive to facility design and operation features;
C) easily understood and applied by policy makers; and
D) applicable (or transferrable) to a multimodal environment.
