SR 4/ SR 242 Ramp Metering Feasibility and Implementation Plan

KAI conducted a ramp metering feasibility study of the 24-mile long SR 4 and 3-mile long SR 242 freeway corridors in Contra Costa County. KAI worked with MTC, Caltrans, and a committee of local technical representatives (the TRANSPLAN and TRANSPAC) to identify when, where, and how ramp metering could be implemented to improve both freeway and surface street operations. The analysis included data collection, forecasting future traffic demands using the Contra Costa Countywide (CCTA) travel demand model, operations analyses using the FREQ freeway optimization model, and diversion analysis using CCTA model. KAI worked with Caltrans and MTC under a separate task order to implement and activate ramp meters for the first stage of the project.
