The Waterfront at Vancouver
Gramor Development and a group of local investors formed Columbia Waterfront LLC to redevelop a 32-acre former Boise Cascade site in downtown Vancouver, Washington. Located on the shores of the Columbia River, the site is constrained by a railroad mainline to the north, the Port of Vancouver to the west, and the Interstate 5 bridge to the east. The Waterfront at Vancouver is envisioned as a destination where urban vitality, prized livability and natural beauty come together on the Columbia River. Once transformed, this former industrial crossroads will showcase spectacular residential, office and retail opportunities in a stunning riverfront location at the heart of the Vancouver-Portland metropolitan area. KAI prepared the transportation elements of the Columbia Waterfront Master Plan. The firms’ staff assisted the project team in developing an access plan for the site including extensive interaction with representatives from the Burlington Northern Santa Fe Railroad, Port of Vancouver, City of Vancouver, and Columbia River Crossing (new I-5 bridge) staff. KAI staff prepared the traffic study for the master plan application, which envisions development of over 3,200 housing units, 1.1 million square feet of office space, 218,000 square feet of retail space, restaurant and hotel space, and several park areas. Careful attention was paid to integrate the master plan development with the existing downtown area, encouraging walking and bicycle connectivity and anticipating the potential for future street car service to the project. The multi-year project effort culminated in adoption of a master plan and development agreement that will facilitate future site development over the next 20 years. KAI staff are currently preparing traffic signal designs supporting initial roadway development on-site.
