Transit Capacity and Quality of Service Manual - First, Second, and Third Editions
KAI was the prime contractor for TCRP Project A-15, a research effort to develop and document improved transit capacity and quality of service principles, practices, and procedures. The research focused on two main areas: 1) developing a new Transit Capacity and Quality of Service Manual (TCQSM), and 2) updating the transit chapters of the Highway Capacity Manual for incorporation into the 2000 edition. KAI synthesized existing research pertaining to bus and rail capacity and station design, and developed a new transit quality of service framework that identified the main aspects of service quality from the passenger point of view and provided levels of service for six key service measures. The result of this work was the first edition of the TCQSM, which was released in 1999.
KAI was also the prime contractor for TCRP Project A-15A, which developed the second edition of the TCQSM, filling in gaps in the manual that were not addressed within the original scope of the project. Phase 1 of the project focused on obtaining user feedback on the manual, particularly the new transit quality of service measures. Phase 2 conducted research to fill in gaps in existing knowledge on quality of service topics, and produced the updated manual. The second edition was published as TCRP Report 100 in 2003, and has since become TCRP’s best-selling report.
KAI was also the prime contractor for TCRP Project A-15C, which developed the third edition of the TCQSM, published in 2013. KAI completed several phases withing this project, which involved conducting outreach on the previous TCQSM and leading a series of gap-filling research projects to update the manual’s content in a number of topic areas.
