West Oakland Specific Plan And Environmental Impact Report
KAI is part of a consultant team currently preparing the West Oakland Specific Plan and EIR. KAI prepared a complete streets plan for the project based on the principles used in our Complete Streets LOS analysis tool. The complete streets plan included specific recommendations for pedestrian and bicycle improvements, lane reductions, roundabouts, transit improvements, streetcar service, parking structures, truck routes, and streets with truck prohibitions. Recommendations were presented to a Steering Committee of neighborhood representatives and the general public. The study focused on opportunity areas along major transportation corridors and near the West Oakland BART Station.
KAI will prepare setting, impacts, and mitigation measures documentation for the Transportation section of the DEIR. KAI is preparing the transportation chapter of the EIR to evaluate the traffic impacts of the proposed plan. The study evaluated the impacts of redevelopment in a number of “Opportunity Areas” that are targeted for growth, and proposed improvements such as lane reductions and bike lane installations on a number of roadways. KAI assessed the cumulative impacts of the proposed project, along with other major potential developments on the roadway networks, transit operations, pedestrians, and bicyclists.
