Challenge

The Fayetteville Area Metropolitan Planning Organization (FAMPO) serves all or part of four counties in southeastern North Carolina, including the City of Fayetteville and Fort Bragg Military Reservation. As the region continues to grow and change, FAMPO needed to develop a fiscally constrained list of multimodal transportation projects to guide implementation over the next 25 years. The agency also wanted to explore expanding its planning area boundary to invite additional jurisdictions to join as members to ensure that regional decisions reflect a broader set of perspectives.

Solution

Our team worked with FAMPO to develop a Metropolitan Transportation Plan (MTP) to bring these goals together. This plan included an evaluation of roadway, bicycle, pedestrian, and transit needs across the planning area. We created a scoring system that considered a wide range of performance measures and developed planning-level cost estimates for high-ranking projects.

To keep the process transparent and inclusive, Kittelson facilitated two rounds of online public engagement for the MTP. These opportunities allowed residents to share their transportation priorities and review the draft project list before the plan was finalized.

The Outcome

A Multimodal Roadmap for Southeastern North Carolina

The MTP was adopted in May 2024 and listed more than 50 fiscally feasible roadway, bicycle, pedestrian, and transit projects alongside 34 committed projects already underway. At the same time, FAMPO approved a new Memorandum of Understanding to expand the planning area boundary and welcome new voting members. Together, these steps strengthened the foundation for transportation planning in the region, positioning FAMPO to make coordinated decisions that reflect both current needs and long-term goals.
