Challenge
The towns of North Attleboro and Plainville, Massachusetts, were looking ahead to the future of the neighborhoods surrounding Kelley Boulevard (also known as Route 152) near its intersection with Route 106. Both communities collaborated with the Massachusetts Housing Partnership’s Complete Neighborhoods Program to develop plans that could help them better connect transportation planning and anticipated land use changes. The goals were to understand how people will move around and through the area in the years to come and to identify policies that could guide and support future mixed-use development.
Solution
Kittelson worked with both towns to prepare a master plan focused on the relationship between transportation and land use in this growing area. Our team illustrated key design concepts through rendered plan-view drawings and developed typical sections to show street design elements and dimensions for various zones. Alongside these visual materials, the team drafted proposed policies and potential zoning and land use regulation changes with model language that communities could use as they continue to shape the future of Kelley Boulevard and its surrounding neighborhoods.
The Outcome
A Master Plan to Guide Future Mixed-Growth Near Kelley Boulevard
The final plan gives North Attleboro and Plainville a clear foundation for coordinating transportation improvements with expected development. By combining policy guidance with visual examples of design ideas, the plan offers both towns a practical tool to support decision-making as well as a shared understanding of how the area can evolve in a way that helps residents and visitors move comfortably and reliably.
