Challenge
The North Carolina Department of Transportation: Integrated Mobility Division (NCDOT IMD) and the Town of Franklinton wanted to develop a forward-looking mobility hub plan along North Carolina’s S-Line rail corridor. The plan was to build on the S-Line Transit Oriented Development (TOD) Study, which established and refined TOD visions for station areas and communities along the corridor to advance a coordinated strategy for implementation.
Solution
Kittelson supported the NCDOT IMD, the Town of Franklinton, and other project partners in developing a mobility hub plan. The plan establishes a vision for a vibrant, multimodal hub in Downtown Franklinton that strengthens connectivity, supports economic development, and prepares the community for future passenger rail service.
Through a data-driven and community-centered process, the team evaluated existing conditions, identified priority mobility needs, and engaged residents and stakeholders to shape the hub’s design and amenities. The plan includes a flexible “Mobility Hub Amenities Toolkit” and phased implementation strategy, which allows improvements to advance incrementally as funding becomes available.
The Outcome
A Forward-Looking Mobility Hub Plan in North Carolina
The resulting concept integrates transit, walking, biking, and emerging mobility options with public space enhancements to create a central community destination. By aligning transportation investments with local priorities, the plan positions Franklinton to improve access, expand mobility choices, and support long-term growth in the region.
