Challenge
For more than 25 years, the Transit Capacity and Quality of Service Manual (TCQSM) has served as the industry’s definitive resource for transit planning, operations, and service evaluation. Published by the Transportation Research Board, the manual synthesizes leading peer-reviewed research and provides guidance for transit agencies across North America. More than a decade after release of the 3rd Edition, the TCQSM required a comprehensive update to reflect evolving technologies, operating practices, and customer expectations.
Solution
Alongside our partners at WSP USA, Texas A&M Transportation Institute, Foursquare ITP, and Queensland University of Technology, Kittelson led the development of a 4th Edition of the TCQSM. The update incorporates more than a decade of transit research published since 2013 and reflects significant advancements in the transit industry. New and expanded content addresses emerging modes and technologies, including microtransit, automation, and electrification, while updating guidance related to service design, operations, capacity analysis, quality of service, and transit infrastructure. The team developed technical guidance covering bus, rail, ferry, and demand-responsive services, as well as transit stops and stations, ensuring the manual remains relevant to contemporary transit practice.
The Outcome
Updating the TCQSM with a Decade of Transit Research
The 4th Edition of the TCQSM provides transit agencies, consultants, researchers, and public-sector practitioners with a single, authoritative resource for applying current best practices in transit planning, operations, and performance evaluation. By translating more than a decade of research into practical guidance, the update reinforces the TCQSM‘s role as a national reference for evaluating and improving transit systems.
