Challenge

Kittelson was brought on to support the development of a large mixed-use lifestyle center in Meridian, ID, located adjacent to the busiest intersection in the state of Idaho with approximately 90,000 vehicles per day. A key challenge of the project was developing a feasible and fundable mitigation plan that would provide for the widening of over two miles of State Highway 55 from five lanes to seven lanes, the widening of Fairview Avenue from five lanes to seven lanes, and the construction of a local collector roadway network.

Solution

Kittelson worked with CenterCal Properties, the City of Meridian, the Idaho Transportation Department (ITD), and the Ada County Highway District to support the development of a three-phase improvement program, funded through a Sales Tax Anticipation Revenue (STAR) agreement which was the second ever of such agreement in the state. Our work included completing the traffic studies, concept designs, and final traffic design.

Over $20 million of roadway improvements have been completed in the first two phases of the improvement program.
