Challenge

Funded by the Enhanced Mobility for Seniors and Individuals with Disabilities (Section 5310) Program, a  Coordinated Public Transit-Human Services Transportation Plan (CPT-HSTP) identifies transportation needs and recommended improvements for seniors, young people, individuals with lower incomes, people with disabilities, and others who depend on public transportation services, with to the goals of enhancing mobility for all, equity, and safety. Kittelson was brought on to update the CPT-HSTP for the Walla Walla Valley MPO.

Solution

To support coordination between public transportation and human services transportation, our team engaged a broad group of people with an emphasis on seniors, people with disabilities, and low-income communities. We reviewed current coordinated plans to determine if the plan required updating based on federal and state requirements; engaged stakeholders in workshops to discuss transportation needs and strategies; provided technology and COVID-19 impact assessments; and worked with the transit providers, community-based organizations, and state agency representatives to finalize the coordinated plan.

The Outcome

Improving Public Transportation Access for Those Who Need It Most

The completed plan includes a prioritized list of projects and strategies that will continue to expand the efficiency and effectiveness of transportation services available to populations of all abilities and means.
