Challenge

The West Central Neighborhood in Spokane, Washington had faced decades of neglect and lack of investment in its critical infrastructure. The City of Spokane recognized the need for public investment and created the West Quadrant Tax Increment Finance (TIF) District to help finance neighborhood infrastructure projects.    

Funded by the TIF, this project used a community-guided co-design process to help the right projects get funded and built—and to make sure they benefit those who depend on them most. Our project managers were West Central residents who worked with support from City staff to develop the recommendations and designs featured in this plan. 

Solution

Kittelson worked alongside community members and City staff to identify critical infrastructure deficiencies in the neighborhood and provide solutions, such as curb extensions, traffic diverters, traffic circles, bike greenways, enhanced crossings, and sidewalk infill. To really understand what West Central and its residents needed and to share information about this project, we attended community events, we hosted meetings with the West Central Neighborhood Council and the Neighborhood Advisory Council, and we met with local journalists. We also helped to develop a list of scoring metrics to prioritize projects, including community support, improving safety, improving connectivity/access, and maximizing economic benefits. 

The Outcome

A Neighborhood-Driven Transportation Transformation

The outcome of this study is a community-supported neighborhood traffic calming study with concept-level designs for priority projects to secure future funding. Funding has been secured for two quick build projects because of this plan and Kittelson is developing the final designs to start making these a reality. Kittelson will also be developing construction documents for other prioritized projects for future construction.
