Challenge
In 2022, the Department of Land Conservation and Development (CLCD) updated Oregon’s Transportation Planning Rules (TPR) through the Climate Friendly and Equitable Communities (CFEC) rulemaking process. Cities and counties located within a Metropolitan Planning Organization that is located within the state of Oregon are subject to CFEC requirements.
There are a few key changes with the new CFEC requirements. These changes are making sure that jurisdictions further emphasize the multimodal nature of TSPs in a variety of ways:
- By Increasing analysis and planning work for non-vehicular modes of travel
- By evaluating overall vehicle miles travelled (VMT) per capita and identifying ways to reduce it
- By revisiting long planned, major capacity-increasing projects that are difficult to fund or need to be reevaluated under these changing statewide goals
- By taking a more intentional approach to outreach and project prioritization in historically underserved communities
Solution
Kittelson supported the Oregon Department of Transportation in updating transportation system planning guidelines to incorporate recent DLCD rule changes and provide clearer direction on implementation. Working in partnership with ODOT, the effort focused on helping cities and other jurisdictions understand what is different under the updated framework and how to approach that work in practice.

Helping Oregon Communities Navigate New CFEC Requirements
The updated guidelines provide cities and agencies with clearer and more succinct guidance for implementing the new DLCD rules and carrying out transportation system planning work. By supporting jurisdictions as they adapt to changing statewide expectations, the effort helps practitioners better understand how to incorporate multimodal planning, project prioritization, and community engagement into future transportation system plans.
