Challenge

The Market Street corridor in Lemoyne and Wormelysburg Pennsylvania, commonly referred to as the Lemoyne Bottleneck, is a highly constrained, 0.5-mile, four-lane roadway that serves as a connection between the City of Harrisburg and communities in Cumberland County. The roadway needed several safety improvements as it is a key component of the active transportation network in Pennsylvania.

Solution

Kittelson utilized a comprehensive set of analysis tools, including PennDOT’s Tool A, Tool B, and Synchro 11 software, to assess safety and vehicular operations along the The analysis involved crash data examination, trend identification, and alternatives analysis. The team also crafted a comparison matrix and three alternatives to determine the optimal solution for the corridor.  The design includes various multimodal facilities such as redesigned curbs and sidewalks, dedicated bicycle facilities, buffered bike lanes, shared-use paths, corridor access management, slope cut-backs, and signal upgrades. Following public engagement and PennDOT’s selection of a preferred alternative, Kittelson is set to lead the preliminary and final designs for the Market Street corridor.

The Outcome

Clearing the Lemoyne Bottleneck

This project aims to improve safety for all road users while minimizing impacts to traffic and emergency services operations, including providing accessible pedestrian facilities, dedicated bicycle facilities, enhanced transit access, and improved motor vehicle safety along the corridor. The project is anticipated to be completed in November 2025, and construction will be completed in November 2026.
