Challenge

Vehicle speed plays a pivotal role in determining both the likelihood and severity of crashes, especially those involving pedestrians. Like many cities working toward Vision Zero goals, Philadelphia recognized traffic calming as a necessary part of its strategy to reduce crash severity and improve safety on neighborhood streets.

Solution

Kittelson worked with the City of Philadelphia to evaluate the existing Traffic Calming Resident Request program—which focuses on speed cushion installation—and identify ways to improve its function and effectiveness. The project involved a mix of policy analysis, peer city interviews, best practice research, data processing, and public communication strategy development.

Program recommendations focused on system efficiencies, quick build improvements, and updated program guidance to fit the urban context. Throughout the project, Kittelson facilitated workshops with City staff to gain consensus on program recommendations. Then, Kittelson built and tested a prototype and helped implement the spatial analysis methodology to identify and prioritize eligible streets for the new program.

The Outcome

Updating Philly’s Traffic Calming Program for Safer Streets

As a result of this effort, the City of Philadelphia is making progress toward a safer future for in their communities. The City now has a more transparent and efficient program for speed cushion requests. Residents can easily submit requests by dialing 311, and the updated program includes clear messaging, expanded eligibility, and a consistent prioritization framework.
