Challenge

The Southeast Florida region serves millions of residents in three counties and it is also a major tourist destination, drawing visitors from all over the world. With one traveling public being served by three MPOs—Miami-Dade, Broward, and Palm Beach—informal coordination isn’t enough to effectively plan, fund, and operate Southeast Florida’s transportation network at the regional scale. Additionally, the region faces ever-increasing congestion and a need to encourage and develop infrastructure that supports all transportation modes.

Solution

The Southeast Florida Transportation Council (SEFTC) was created as a formal partnership between the three MPOs to coordinate regional transportation planning for all travel modes. Kittelson has helped SEFTC develop multiple regional-level tools and products, including Regional Transportation Plans (RTPs) that draw on the 25-year long-range transportation plans prepared by each MPO. In order to bring the region’s various governing, funding, and plan-making bodies together, our team has also facilitated SEFTC’s meetings and working sessions with dozens of transportation partnering agencies, while maintaining a public website and social media outreach for general public interaction and engagement.

The Outcome

Dozens of Agencies, One Regional Transportation Vision

SEFTC adopted their first Regional Long-Range Transportation Plan in the spring of 2010. The 2035 plan created a regional vision that united three individual MPO long-range plans into one, and allowed the region to be better prepared for receiving and applying funds to regionally significant highway and transit facilities. Subsequent plans took the vision further and resulted in the adoption of the region’s first transit system vision and non-motorized plan, with a focus on first- and last-mile areas. The 2050 plan is built on an innovative web-based interface that gives readers easy access to information and allows for incremental updates over time.
