Challenge
The City of Kalispell, Montana, set out to develop a Safety Action Plan to qualify for Safe Streets and Roads for All (SS4A) grant program implementation funding. The City needed help weaving together different needs and objectives, including the purpose and requirements of the SS4A program, community voices, past practices and policies for various roadway operators, winter maintenance concerns, and best practices for multimodal roadway design.
Solution
Our team led all technical safety analysis tasks using GIS tools and Federal Highway Administration (FHWA) methodologies. This work included developing the High Injury Network (HIN) and identifying future safety analysis projects to help focus attention on locations with the greatest needs.
Our 3D visualization team created conceptual designs for three corridors. The designs were refined and finalized through multiple rounds of community engagement and workshops with agency representatives.
The Outcome
Weaving Together Priorities in a Safety Action Plan for Kalispell, MT
The Kalispell Main Street Safety Action Plan was adopted in August 2024. Following adoption, our team continued to create concept designs for Main Street. While the concept designs were not ultimately adopted as an addendum to the plan, the process created a foundation of analysis, community input, and visual tools that can inform future conversations about how to improve safety along these corridors.
